Toward a Web of Trust

Abstract: To ensure that archived data can be accessed, recognised and used in the future Data Archiving and Networked Services (DANS) was given a commission to create quality guidelines for digital research data. The objective of the quality guidelines is to guarantee a qualitatively high and reliable way of managing research data without creating new impediments, rules or high costs. The quality guidelines will give data producers, data managers and data consumers the assurance that research data is reliably stored and will remain accessible and available for reuse. The guidelines sets minimum requirements and are formulated in generic terms so they can be applied to all disciplines in the humanities and the social and behavioural sciences, and to all data types. The guidelines are consistent with all accepted national and international guidelines for digital data archiving. To ensure the broadest possible acceptance of its guidelines, DANS is building on a Web of Trust with a broad range of organizations who are key stakeholders in the scholarly communication cycle to make agreements on the use of the guidelines. This paper will explain the guidelines, give an overview of the principles behind the guidelines, and will address the challenges regarding the acceptance of the guidelines by the different stakeholders.
